It's impossible to tell from the video since it begins at a point where he's already so close. I do agree she must not have been paying close attention or she would have slowed down before the video begins. Surely he was visible and one could tell they were closing fast. But it's still not her fault. Guy did something really dumb. Driving like he was on a side street in a neighborhood, while on a highway.
