If that were my city, the police here would have tazered him, the EMS woulda hit em with Benzos...and off to the hospital for 72 hours of induced coma rest, then county jail to have his preliminary hearing via camera/monitor and VOIP... and from there..was whatever the judge hit em with and set his bail for... (Now had he not caused any destruction and was just disturbing the peace? tazered/hospital/drunk tank...citation in mail...) Seen this in the news more than enough times.. Like they have a protocol for bath salt users here. (Was really BAD for a long time here, they had to shut down stores and all due to them selling it after it was nationally banned as an analogue drug.. MONTHS AFTER the ban/made illegal.) What's really sad about this drug? Doing it once or twice wont do that to you. Doing it repeatedly for an extended period and going without sleep for 3-5 days+ does that to you. One of those drugs you don't want to do anymore, but cannot stop once you're going... Drives you to do this kind of stuff/worse... (I've never done this drug myself...but read plenty of accounts about it/heard first person stories  )
