I think it looks more like epidermo something bullosis. It's a skin disorder, that basically makes your skin fall off. :(

Could possibly be Steven's-Johnson's syndrom, but I lean more towards burns. I noticed all the toes and fingers have been neatly amputated and there is no dead flesh-just fresh, raw flesh in a later stage of healing.
The little tyke doesn't look too uncomfortable (as evidenced by the way he/she is just sitting there and not shying away from the doctor wrapping his/her arm).
Tough sweetie, they'll probably make it just fine. My prayers go out to them.
