I think we might be onto the flop mystery... trained dogs go home to retrieve the flops and then put them on the dead or dying owners in the event of documentation... or it could be that the goverment has dogs trained that roam around in search of victims to dress in flops post-mortem. In any event something is aloof with these animals and the flops... and the wheels on the bus go round and round.
