For an Attorney General to find something as this as not a true bill, there must have been culpability on the part of the recipient of the beating. I have witnessed people getting out of line (WAY OUT) to strangers and getting their ass kicked. I have a feeling this probably was the case here..They didn't intend to mess him up too bad, just kick his piss ant ass.
