yep that's exactly what happens when you have a rough car accident, i had an accident and in the evening i noticed bruises and pain on my chest cus of the seat belt, but injury wasn't this serious.

seatbelts can be quite dangerous too, but not too often. Most collision are front collisions, where a seatbelt comes handy.
as a matter of fact, a week ago, some guy in my town slided into a pole without a seatbelt. If he had used it, his legs would've been ripped off, because the seat moved upwards and the where the belts are fastened, went down.

It depends on a few factors...

#1 being how prone you are to bruising in the first place.

#2. Do you have pre-tensioners on your car.

#3. Speed of impact.

For bruising that bad I'm going to assume speeds upwards of 40 mph.
