Sucks, man. My brother's girlfriend got her face ripped apart by a dog when she was a child. The plastic surgery cost tens of thousands of dollars. Dude had to pay for it because his dog had attacked others. She looks 100% normal now though, apart from a tiny scar on her cheek.

I won't point blame at a "Breed" of dog for this.. any dog can go from being Toto or Lassie one day to becoming Cujo the next.
Growing up, I lived with my Gram, we got a basset hound from a fat lady.
Decided I didn't have the time to take him running and lacked a yard, so gave him to my mother and my half siblings. All was great for like 2 months, then he went batshit crazy.. chomped on my half brother, munched on my other half brother, bit my half sister on the arm and snapped on my mom..
All different occasions mind you..
Tried to get me one day in similar fashion to the girl in the original post.
(I was like 12 yrs old. Gave em a hug good bye, snapped at me as I was backing off.. pretty much cursed and yelled at em...like fuck you dog!..lol)

I've seen other dogs act like this as well, (No not to me.) Mild mannered pet just gone psycho..
