Actually the law in China states that any married couple living in an urban area can only have one child. Women who are unmarried and get pregnant are often forced to abort. In some areas of China, you can have a second child and just pay a hefty fine, but generally the children are aborted, and as late as nine months into the pregnancy. There was a time when if you actually gave birth to a second child and the government officials found out, it would be taken off of you and destroyed. They say that doesn't happen anymore though.
