The tip of the index seems necrotic, so I guess the person might be dead. If he's alive... don't really think he could regain nerve funcion in the fingers, thus it wouldn't be worth reattaching the pieces only for aesthetic purposes.

There are ways to stem blood flow, like a tourniquet for example.But I think you might be right 'cause what living patient would put up with a Dr playing with their finger bits like a jigsaw puzzle?

Sometimes Dr's will agree to reattach relatively small pieces of the hand. I work in a kitchen, cutting off finger/knuckles is just an occupational hazard. The worst I've ever had happen was cutting thru about half the nail bed of my index finger, and they were going to stitch it back on but the nurse accidentally rinsed it down the drain

(Let me tell you something, the word 'Oops' not one you want to hear in the emergency room )
