Neglect is classed as a child abuse. Perhaps this person was suggesting that only neglect could have led a 10 year old child's cancer get this bad? Especially in the face/mouth where it would have been highly visible.

We don't know that they ignored it though. Not everyone can afford the sort of medical attention this poor boy needed! |
