while knowing how to swim might have been helpful for them, expecting anyone who gets in a boat to know how to swim is like expecting anyone who gets in a plane to know how to fly  |

Not a fair comparison, IMO. Far fewer people get a chance to learn how to pilot an airplane then how to swim.
