Not always the case! Depends on the conditions and the maintenance crews these companies have. I used to work on equipment like that, and you could turn them up! 25 to 40 MPH would not be impossible!
However, for this to have happened, it had to be an accident by the person tripping just at the time the track was at him. At least the operator didn't PIVOT! That would have been one hell of a mess!
