Yes the face is often consumed first during animal predation. Quite often introverts who die alone at home will be found sans face from their own pets.

If he was indeed hunting elk, one wonders why he didn't shoot the bear with his elk gun. The sort of rifle used to take elk is more than adequate to kill a bear. Did the bear sneak up on him? Perhaps he encountered it in thick brush, it charged quickly, and he had only a few moments to get off a killing shot - and missed hitting a vital place.
