It is somewhat difficult to tell, but what you're looking at here are the remains of a Mexican woman. Her head, feet, and one leg were stuffed into a container full of quicklime (CaO) and chucked into the refuse heap. You can still make out the leg in two sections (with all the inner meaty bits hanging out) and both feet, but the head does not seem to be pictured here. The article mentioned that it was inside the container, however.
