IMHO, when they embalm, they have to make incision for the arterial "fluid in" site and a "drain" or "fluid out site." The introduction and vein are "raised" (lifted external to the body) for easier access, and the sutures act as a stay and also clamp the area near the insertion points. Once the embalming is done, the sites are sutured closed (like a ligature that seals or contains the embalming fluid) and sealed to prevent leakage.
