I was going to post an update but I see someone beat me to it. At least they know who did it. Seems like a life sentence is in order though. 22 years for that type of killing is just a sham. No real justice at all.

Maputo — The Maputo provincial court, sitting in the city of Matola, on Thursday sentenced the former head of search operations in the Criminal Investigation Police (PIC), Alexandre Balate, to 22 years imprisonment for first degree murder. The court found Balate guilty of the murder of a suspected criminal, Abranches Penicela, on 14 August 2007. It found that Balate had led a group of eight policemen who kidnapped Penicela in the locality of Belo horizonte, and drove him to Xinavane in Manhica district, about 90 kilometres north of Maputo |
