Electricity does burn human skin, but it would a high setting I would think. Ever got into an electrified fence they use for keeping cattle in a certain place ? It wont burn your skin, with the exception that it contacts for your skin for a while. The damn things will wake you up, and make you respect them.

A funny little trick that do is ( HEY KIDS, DO NOT TRY THIS AS HOME ) One big extention cord, a couple of metal stakes, and a source for the electricity. Drive the stakes in the ground about 8 inches, splice the extension cord ends bareing the copper wire. Take the exposed wire and wrap them around the stakes. Put water around where the stakes are driven, get a safe distance and wait for a person to walk by, and when they get closer, plug the extention cord in, and after that, be prepared to go to prision !
