A BIG WTF to the goat ...how the hell did that guy get up there?
Some large birds of prey like the golden eagle are strong enough to pick animals of this size up then while flying they are a bit to heavy and they have to drop them. Thatd be my guess of what happened.
Youtube has some cool vids of eagles picking up goats and deer.

pretty sure it's a cat, looking at the placement of the facial features and the paws. seals have flippers and those aren't flippers.
