Usually in drowning, the epiglottis closes the trachea when the person is alive except when they become unconscious from lack of oxygen. In the final moments of life, during agonal breathing the victim was aspirate water into the lungs causing trauma and the resulting trauma causes the foam

Inhabitants of small islands are invariably competent swimmers, even if they've never even heard of money. I'm going on the assumption that those girls lived next to a lake, so I can't find an excuse for their parents, really. Not to disrespect you in any way, mind you. You're a cool dude. Panzram was a man's man. So to speak.
No disrespect taken. I see where you are coming from, if they lived next to a lake then those the ability to swim should have been taken very seriously.

Maybe poverty played some part in them not having swimming lessons? We don't know if the mother could swim herself, and if so she wouldn't have been able to teach them.
Dont know about elsewhere, but hereabouts, only the well to do gets swimming lessons. if the average one would learn swimming, it would be with the help of a relative or parents and it will be learned on hand and slow process. until you get it right. if you dont get it, then this is bound to happen too.

Strong flood currents could even drown a good swimmer. We aren't talking about a still swimming pool...
