I think him and the photographer are in on some dastardly plot involving the death of that girl and the guy in the white shirt...some yakuza thing, white shirt payed money to kill someone...and guy is like like "alright! he fell for it...we did it boss".

The white shirt guy who is also looking at the photographer is just a dupe. He's probably going to be the next one on the table. You can buy anything in countries like that. Even the opportunity to push a girl into the street and......but it all comes at a price.
