I don't think that was the point at all. Just don't be unrealistic in assessing what you are going to accomplish when you duly punish these people. There will always be rapists and other sexual abusers who will carry on because they are confident that they can get away with it.

Ok, I had to back up a few posts to see what, specifically, was being responded to. My bad, I usually pay more attention. Taken out of contest, it did sound like they were suggesting there was no point in punishing rapists & their ilk because it won't stop others from committing crimes.
