Not him, that tool is a picana electrica, the photo (along with others) was made public in 2004 and was taken in 1986 during a course of the army in "La Cacha", a garrison in the province of Córdoba, Argentina. All the people shown are supposed to be volunteers (in groups of 35/40), this type of training was last seen in 1994, according to the ministry of defence.
