Intentional of course. A matter of tactic; kill a member of a resistance, and then bomb the funeral in hopes that the attendees will include their superiors and even more resistance members. That's what's behind all the "accidental" bombings of hospitals, weddings and funerals. They just play the odds that they'll hit someone important. They say it was a mistake, but they call them Signature Strikes.
