Why ask why ? I mean in these 3rd world countries they kinda do their own thing.. I remember a couple years ago when I visited a place with my bf called Camiguin Island in the Philippines It would not be uncommon there to see 3 to 4 to a motorcycle and although most had helmets I'd say about 20 or 25 % did not .
