The guy was going fast, and the kid thought it'd be a good a idea to cross a road at night, both are to blame. The parents too.

first off, this isn't just a road, theres lanes on the left, a turning lane in the middle, and two lanes on the right. Making it a HIGHWAY, the fucking kid had no business there in the first place. Second, his headlights were on, making the kid very visible within a fair distance. Conclusion, both the kid and the cop were being careless.  |
