The Polish President is merely Head of State, in any case. He's not the head of government, that would be the Prime Minister.

It's very likely that, aside from the entire mourning and bereavement period, government business will go on as normal.

It crashed by landing short of the airfield in foggy weather. The weather was so bad, the airport was closed. The air traffic control told the pilot to go to another airport. The pilot disregarded the message.

Don't you think, if the Russians were involved, they would have encouraged or baited the pilot to land, anyway?

Actually, the fogs thickness was exaggerated.. that was confirmed by a witness in this article:

Mainly in this part:

Polish TV worker Slawomir Wisniewski said he had seen the crash from his hotel near the airport.

"I saw through the fog, the aeroplane flying very low with the left wing pointing to the ground," he said.

"I heard something being broken and then that thudding sound. Two flashes of fire next to each other."

Also it was said that the communications could not be established for a whole 16 minutes before the crash happened which totally contradicts the official story where they said the pilot disregarded the warning.

People see what they want to see. This is how conspiracy theories are bred. As far as the radio communications goes, when he was on approach to the Smolensk airport (which does NOT have ILS, mind) he might have inadvertently tuned away from the Warsaw ATC.
