I know this isn't much, but here's a screengrab of the CCTV footage that was released to the media, showing the shooter holding a rifle.

I have faith someone has the video and they're just an odd holdout. If people got his Instagram stories before, then certainly SOMEONE was eyeballing his account, especially his followers who would have seen a "csturg41 has started a live video" notification on their phone. If a video never comes out, I can't believe big-tech/police won this round of censoring a mass shooting. They usually fail to stop them from spreading.

if i had to guess, maybe the livestream wasn't broadcasted to that many people. dependent on his follower count, etc. could be wrong, but haven't found sh*t online. although you'd think at least someone would start recording their phone but then again i don't even have a screen recorder on mine
