The government should be paying Halliburton to rebuild the inner city, not 3rd world shitholes. So much of the hopelessness that leads to crime could be prevented. Sure, there will always be crime, but if kids didn't grow up surrounded by urban decay and had the opportunity to do something with their lives it could break the cycle of crime and violence... j'sayin'...

Yeah, but the shooters seem to have lousy aim and keep getting innocent people, like the three year old. That's not right.
