That's not a "miracle". The baby just happened to not have died yet... but she will.
A "miracle" would be if she grew back a whole brain and lived a normal life.
A "miracle" would be if her 10% brain had magically retreated back into her skull and the hole spontaneously closed itself up without Dr's doing all that.

A living baby who is basically brain dead with only 10% of a brain, which happens to give it just enough function to suck a bottle until it dies, is not a "miracle".

Every other fuckin thing that's unusual or amazing in the world is always a "miracle". No... it's just life on earth.
