Not only do I sincerely hope this is fake, I also get the suspicion that it is anyway. The operator's first advice should have been to lock all the doors and to tell the exact address. Ruth randomly asserts that she is an elderly woman who lives alone, probably to make the situation more horrific and sympathetic. It seems like an instructional video staged for 911 training, or something of that nature.

There are people out there, working in public safety, whom consider people like this lady to be "old" and senile. They 911 operator probably thought of her as an imposition rather than instruct her on what to do next. You can hear the dis-concern in her voice in the beginning of the recording.
Just yesterday here in Atlanta, a woman was being robbed at her place of work and managed to dial 911 on her cell while the robber was distracted, and she got put on hold because she didn't say anything when the operator answered. The robber found her phone then shot and killed her. Had the operator followed "procedure" and sent police to do a welfare check, they would have probably interrupted the robbery and the woman would still be alive.
Case in point, people don't always use their training, or even their better judgment simply because it's "too much trouble".
Sad but true. Doesn't mean the video is a fake. I hope it was but doesn't sound like it.
