Martial Law will do nothing to defeat this problem. Legalizing the drugs that they are profiting from will eliminate that part of the equation and force the Cartels to make money other ways. These women were not innocent by any means. When the guy is getting information from them they all state what they did and who they were related to. The old woman was the sister-in-law from a big guy called Jose Guadalupe "El Ostión" Aguilar Lopez, the girl to her right was the guy's niece. All of them state that they worked for the Golfo Cartel. The last chick is La Comandanta Güera, as it has been stated before, and she gives out a bunch of information, so yeah none of them were innocent.
