The only reason these things do not happen in the west, for myriads of causes, is because of stronger central governments, well provisioned police/military forces, and judicial/humanitarian rights for all!

Well, it makes sense. If they're all going to Hell anyway, then why not send them on their way without delay? This "logic" can be applied to unbelievers whatever the religion of the "believer" (as long as it contains the Heaven/Hell dichotomy). The more gentle minded give the unbelievers a chance to convert before they are shown the exit to warmer climes.
