4 guards per inmate when someone's life is at risk? What if a fire broke out and the prison has maximum of 40 guards at that time with over 150 inmates?

and if the guards do shoot him, what happens? all the libbies come out and say, "not fair! he didn't have a gun!" there probably wasn't ten officers at the time, they had to call and wait for enough of them to get there.
