This man tried to rob a pharmacy in Brazil, when police arrived he took a teller hostage. Police killed him with a single shot to the head.

I think I can see fresh blood on the front of her shirt as she moves away from him. I think he got her...too bad. It's hard to judge the officers too harshly here...it's a really really tough shot however you cut it. Not knowing that agency's specific policies, it's difficult to know when he should have fired, but for US and Canadian police, he would have been green lighted the moment the bad guy began to move the knife around...and it wouldn't have been just one shot either. But those guys did the best they could with what they had.
