Why does this seldom happen in gentrified areas where people are polite and walk their petite dogs and husbands and wives "go for walks", have organic food shops and ride those douchey recliner bicycles and drive Prius cars and separate their recyclables?

Why is it these accidents tend to happen where you see camo shorts, tank tops, single mommas pushing triple strollers, tricked out honda civics with ridiculous spoilers 2 feet high , and the word "yo" is said at the beginning *and* end of sentences?
