That's not a rollover, that's an overrun crash with a large, heavy vehicle like a truck or bus, it hit the back of the car and climbed up and over, that's why the passenger side of the roof is still at normal height. A seat belt wouldn't have saved the driver, they literally got their head run over by the other vehicle, but if the people sitting on the passenger side of the car had been wearing seat belts they might well have walked away from that one. It's amazing the level of crash human beings can withstand very well if they don't pinball round the interior of the car because they're restrained...
