I don't know what's wrong these people. But it's a trait in every culture: stand around and gawk. Makes me wonder if the people there at the time it occurred could have helped. Yeh, broken skull. But I've seen accidents where the victim survived because they were there -- and acted. Or at least tried. This world sucks.
