I think it's holoprosencephaly, a mutant disorder where the brain is prevented from developing fully. The tendency is for the cerebral hemispheres to be partially or wholly absent. One sphere, often a sack of neural flesh. One eyeball. Nose above the eye and NOT connected to the throat... This child will be seriously retarded and have daily seizures. The disorder may be so slight so as to be unnoticeable (as in Tom Cruise) or may be so extreme so as to be incompatible with life.
