I'd say Treacher Collins Syndrome or some sort of facial cleft. Not necessarily drugs or anything environmental, but in any case, it would have been caught on an ultrasound, even a basic ultrasound. Whatever would possess a parent to allow their child to be born into a very cruel and judgmental world this way is beyond me. The picture below is the best medical science can do for these kids who are born "without a face." The girl is 7 years old and her parents show her off like she's some sort of spectacle. She's had dozens of surgeries.
