Yea, I didn't want to be at sea with a few hundred guys for 6 months at a time... I'd rather rape, kill, pillage, burn and eat babies than be at sea with only my right hand to relieve any sexual tension.

The ship is infact a Perry class FFG. The landing gear is fine. The helicopter looks to be properly secured in the starboard RAST. These ships have a port and starboard RAST with a two helo hangers.
I had a friend that lost three fingers to the blades of an H-60. HSL-42 out of Mayport.
The most likely thing that happened is the helicopter was ondeck shutting down. Once the rotation of the blades slows to the point that they can apply the rotor brake there are these things called droop stops which are supposed to fall into place to stop the blades from drooping down. When the rotor blades start up they are supposed to drop out of place. This gives the blades leeway and they are not rigidly in place when spinning. If the droop stops do not engage properly the blades can fall down to approximately neck height.
