It would appear the ropes in the photo are of the recovery of the body:

"Police received a report at 3 a.m. on April 5 from the apartment building's janitor and a neighbor in an opposite building that a bleeding, half-naked woman was hanging from a railing between the 12th and 13th floors of the apartment building in Dongfeng Plaza. She was said to be wearing a bra and pink shorts and her hair had been let down. Police and firefighters recovered the body with a rope."
