Washington State Mall Shooting: 5 Dead * Update

(CNN) A gunman is on the loose after an attack that left three people dead and two wounded Friday night at a mall in Burlington, Washington, authorities said.

Sgt. Mark Francis, a spokesman for the state patrol, initially said four people were killed, but later revised that number to three.

All three were women, he said, and one man was transported to a hospital with severe injuries. Another man received non-life threatening injuries.

"We have one adult male victim from the Burlington mall shooting who arrived by air this evening to Harborview Medical Center at approximately 9:30 p.m. He is in critical condition," said hospital spokeswoman Susan Gregg.

Police are sweeping stores in Cascade Mall, searching for at least one shooter, Francis said.

"Here is the shooter. We believe just one shooter. ... Armed with rifle," Francis tweeted.

Francis said police are "actively searching for suspect, tracking leads."

Washington State Trooper Rick Johnson told CNN they had reports of the suspect "walking toward the freeway, had reports of him behind... some buildings, they're canvassing the area right now, and ... (he) has not been located at this time."

The three people killed were inside Macy's, Francis said.

In a tweet, Francis warned residents to avoid the mall and to follow road closures. He said survivors would be transported by bus to a nearby church.

Witnesses described chaotic scenes and confusion when the shooting started.

Brandi Montreuil said she was at the movies when attendants told them to leave.

"I didn't know anything," she said. "The theater attendant came in and apologized for stopping the movie and said they (theater staff) were asked to have everyone leave immediately."

She said at first she thought it was a drill.

"But you immediately think about what happened in Aurora, Colorado, so you start moving faster," she said, referring to the shooting at a movie theater in 2012 that left 12 dead.

When they got outside, they saw numerous police vehicles, but no officers in sight, Montreuil said.

"We didn't know if it was a fire so we were looking for smoke of some kind. Then a few officers started canvassing through the crowds asking if anybody saw anything."

She said an officer "with a large gun started yelling for people to leave, and fast."

Washington Gov. Jay Inslee said law enforcement officers were working to locate the shooter.

"Follow detour warnings, stay close to friends and loved ones as we await more information and, hopefully, news of the suspect's capture," he tweeted.

"Trudi and I send our condolences to the families of the victims and prayers for anyone injured," he said.

Burlington is about an hour north of Seattle.

Update: Video footage taken by surveillance cameras in a Washington state mall that was made public Friday captured the fear and panic that broke out when a man carrying a rifle opened fire inside a Macy’s department store.

Some shoppers at the Cascade Mall in Burlington, Washington, ran and others hid behind clothing racks as a lone shooter with a rifle searched for his targets.

The Sept. 23 shooting left a teenage girl, three women and one man dead.

Arcan Cetin of Oak Harbor is being held on suspicion of five counts of first-degree, premeditated murder. Bail was set at $2 million. Prosecutors have until Jan. 6, 2017 to file formal charges.

The 14 clips of video were released late Friday by Skagit County in response to a public records request.

The video, taken from cameras throughout the store, show the shooter wearing a black short-sleeved shirt and black shorts, carrying a rifle in his right hand, as he walked and sometimes ran down aisles and between racks.

He veered off the main aisle between two clothing racks and shot the girl as she walked near the end of the rack. She immediately fell to the floor.

The shooter encountered a man who was running away. The man tripped and was shot.

The next clip shows a woman hiding inside the cosmetics counter island, while two other women lock arms in front of the counter and try to run away.

The shooter walked up to the counter and shot the woman behind the counter as she crouched near the floor. He then fired at the two women who held each other.

The shooter placed the rifle, a .22-caliber Ruger, on the top of the cosmetics counter and left the store.

Police captured Cetin, 20, the following night outside his Oak Harbor apartment complex and he made his first appearance in Skagit County District Court on Sept. 26.

Cetin’s stepfather, David Marshall, told reporters after the hearing that Cetin “has mental health issues.”

Cetin’s lawyers recently filed documents that aim to keep the prosecutor from getting access to Cetin’s mental health records.

Public Defender C. Wesley Richards filed a motion on Oct. 14 asking the judge to quash search warrants that were served on two psychiatrists who treated Cetin.

Assaults on his parents and inappropriate sexual behavior at school led judges to order mental health treatment for Cetin, but weekly counseling sessions failed to help him.

Court records obtained by The Associated Press detail a series of criminal charges and attempts to rehabilitate Cetin, who was diagnosed with post-traumatic stress disorder, attention deficit hyperactivity disorder, anxiety disorder and depression.

A court first ordered Cetin into treatment after he attacked his mother two years ago. He was following a program designed to erase that assault charge when he made unwelcome sexual advances toward two girls in his math class in 2015 and then punched his stepfather soon afterward, the documents say.

Five dead now, but who's counting.

And before the ban-assault-rifles crowd gets spun up, it doesn't appear that an "assault weapon" was used. Look at the surveillance shot of the "hispanic" suspect. Wood stock, damned if it doesn't look like a Ruger 10/22... what is largely considered to be a "plinking" rifle. And if he's "hispanic", I'll eat my hat.

My family used to live not too far south of there, in Everett. This was back before a Wal-Mart was on every corner, so we'd go up there to eat out and shop. Hard to hear some ass-bag shot the place up. *sigh*

I don't know his ethnicity for certain, but I have seen a lot of people from the Middle East that have that general look.

I'm not saying that he is a murdering moo slum.

He does act like one though.



We'll have to wait and see what really went on.




One thing has occurred to me.

Did he express any proclivity for small children, goats or other farm animals?

By that one crappy overhead shot, all you can tell is that he is of a brown variety. You cannot tell if he is Mexican or middle eastern.

Of course there are probabilities, but the news slapping the "Mexican" label on him is offensive and unproven.

They caught the guy. Twenty year-old by the name of Arcan Cetin. He claims Turkey as his country of origin, but attended Oak Harbor High School here in the states.

Police identified the Cascade Mall shooter as Arcan Cetin, a 20-year-old who attended Oak Harbor High School.

BURLINGTON, Wash. - The gunman who killed five people after a shooting at the Cascade Mall in Burlington, about an hour and 20 minutes north of Seattle, was arrested shortly before 7 p.m. Saturday in Oak Harbor.

WHAT TO KNOW:
  • 5 people killed after shooting at Cascade Mall
  • Shooter identified as Arcan Cetin, 20
  • Four people who died were women
  • One man who was critically injured died on Saturday morning
  • Police say man is lone gunman

Police identified the shooter as Arcan Cetin, saying shortly after 7 p.m. Saturday that he was in custody. The 20-year-old who attended Oak Harbor High School, and his last known residence was in Oak Harbor.

Police said on Friday night they were looking for a Hispanic man wearing black and armed with a "hunting-type" rifle and last seen walking toward Interstate 5. The description, including that he appeared Hispanic, was based on statements from witnesses, said Given Kutz, a spokesman for the Skagit County Emergency Operations Center.

Cetin wrote on his Facebook page that he is from Turkey.

Domestic violence incidents, but no convictions

In October 2014, Cetin was added as a the defendant in a domestic violence-related case – however, he was ultimately not convicted. At the time a judge was told Cetin was just over 18 and has no place to go. Also that month, Cetin was told not to possess firearms. The court was told it was not clear were Cetin would be staying.

A formal no-contact order was entered for each parent, according to court records.

Court records also show his dad called – and that call was referred to the prosecutor’s office – saying Cetin’s uncle was not willing to let him stay at his residence in Sumer. There was a request for the no-contact order to be lifted.

The case judge did not lift the order, but set a hearing date for later in the year. Court records show Cetin was staying in room 17 of a local motel.

In November 2014 – the same month Cetin pleaded not guilty – his address was updated to Coupeville.

On Dec. 2, 2014, court records show Cetin’s parents were present for a hearing to lift the no-contact requirement.

A prosecutor asked about firearms, and Cetin’s mother said those were removed, according to court records.

A day later at a separate hearing, a judge granted a motion to cancel the no-contact order.

As the case continued in 2015, additional counseling was recommended, court records show. They also show that case was tracked with a separate Island County case involving another alleged victim.

As part of that misdemeanor assault case, Cetin was ordered to undergo a mental health evaluation in August 2015. The evaluation was completed as of March 2016, according to court records.

There also were questions in the court file about cannabis use. But last April a judge asked how that related to his mental health evaluation, saying it was not a mental health issue.

In May, a judge approved deferred prosecution in that assault case – meaning Cetin was not convicted – and he was ordered not to have alcohol or drugs as part of the deferment.

As of Aug. 25, 2016, Cetin was in compliance with weekly sessions for mental health counseling. He complied with the alcohol assessment, according to court records, and he had a deferred prosecution review for the case scheduled for 2018.
