Police have grave concerns for the mother of deceased baby, whose naked body was found buried in 30 centimetres of sand at a Sydney beach by two members of the Under 6 Nippers team.

Aged six and seven, the two boys found the 'very small' infant while digging in the sand during their weekly Sunday morning session at the southern end of Maroubra Beach in Sydney's eastern suburbs.

Police were called to the scene at about 10:05 am to investigate the 'suspicious' incident.

Officers dressed in full protective gear and masks removed the body by about 1 pm.

Inspector Andrew Holland says they are yet to identify the mother, and urge her to come forward and seek medical assistance.

Officers hope that a post mortem exam to be carried out on Monday will bring them closer to finding the child's family.

Police are also trawling through hospital, and deaths, births and marriages records in the hope of identifying the baby.

The grisly discovery comes just over a week after a newborn boy was found abandoned in a 2.4 metre deep drain in Quakers Hill.

His 30 year old mother has been charged with attempted murder and has been remanded in custody until December 12.

There are also serious concerns for the well being of the two young boys who found the decomposed remains.

'It's horrible, just awful,' a witness, Monica, said.

'The under six Nippers were digging in the sand and they found it,' one surf lifesaver, who did not wish to be named, told Daily Mail Australia.

'It's just awful. It will have traumatised the poor the kids for life, no matter how much counselling they get.'

'It hits so close to home. Especially after that baby was found in a drain last week.'

Maroubra Surf Life Saving is providing counselling for the two boys who discovered the body, as well as other surf club members.

The surf lifesaver also mentioned that the far south and north ends of the beach can be troublesome areas, saying that the lack of light or any kind of surveillance meant they attracted some questionable behaviour.

A witness who had spoken to someone working on the scene early this morning told Daily Mail Australia they believed the baby to be a little girl.

But, Inspector Andrew Holland, could not confirm this, telling Daily Mail Australia the sex of the child was still unknown due to decomposition.

He said the child was found buried underneath 30 cm of sand, about 50 metres away from the closest footpath and 20-30 metres from the water line.

He said it was difficult to determine how long the body had been buried due to the heat and location.

'The sex and age of the child is unable to be determined at this point due to the decomposition of the body,' Inspector Holland said.

'The two young children reported it to their father who was nearby, who in turn contacted police.

'Police arrived a very short time later and established a crime scene and all the parents and events on that side of the beach were evacuated.'

Police said they planned to excavate as much sand as possible from the area in which the body was found, to assist them with their investigation.

Locals in the Maroubra area were left shocked and saddened by the discovery of the baby's body.

Many cited last week's case when a baby was discovered in a drain in south-west Sydney, baffled that two such horrible events have occurred so close together.

But, despite the grisly events, hundreds of beach goers remained on the sand and in the surf, many unaware of what was unfolding just a few hundred metres from them.

Many shop owners at the north end of the beach told Daily Mail Australia they were devastated at the news.

Shahid at the nearby Marini cafe said there was a large party on at the surf club last night which went past 2 am.

Police have said they will excavate as much of the sand in the area that the body was found as possible to assist them with their investigation

He did not draw a link between the two but said people were on the south end of beach until the early hours of the morning.

'I was here, at the cafe, until at least 12 am and there was singing and screaming', he told Daily Mail Australia.

Police spent most of Sunday combing the beach for evidence or any clues to what may have happened.

By around 4.30 pm all officers had packed up and left the scene.

The president of the South Maroubra Surf Club, Paul Fownes, told Daily Mail Australia that the club's management were not able to confirm if the two boys who found the body were Nippers members.

Patrol Captain for Maroubra Surf Life Saving, Phil Dutton, was shocked to hear of the body's discovery, but said a lot of suspicious activity happens at the south end of Maroubra Beach.

'Suspect activity happens down there all the time, we need CCTV cameras', he told Daily Mail Australia.

'The sex and age of the child is unable to be determined at this point due to the decomposition of the body,' Inspector Andrew Holland said

'There's no lighting down there and you can't see the area from the surf club at night.

'It would be safer for everyone, and it would help us too.'

Mr Dutton said surveillance or even just better lighting in the area would help surf lifesavers locate fishermen who went missing from the rocks and assist in finding swimmers who had been swept out from the shore.

The southern end of Maroubra Beach is expected to reopen later on Sunday afternoon.

The mayor of Randwick City Council, Ted Seng, said he was shocked and saddened to learn of the baby's discovery.

'South Maroubra is one of our more isolated beaches, but it is patrolled by Randwick Council Lifeguards and volunteer surf life savers from South Maroubra Surf Life Saving Club,' Mayor Ted Seng said.

'To say that I'm shocked is an understatement. I cannot imagine the circumstances that lead to this tragic event. Our thoughts and the thoughts of the whole Randwick community are with this little lost soul and the family and loved ones.'

Local teenager, Dylan, told Daily Mail Australia he had been down at the beach since 7:30 am this morning.

'I was taking surf photos and the big crowd just formed, lifeguards and police,' Dylan said.

'I saw the crowd and I thought there was a fight or something.

Turns out two kids were digging and they found a dead baby.'

'There were life guards and police everywhere,' Chris told Daily Mail Australia.

Last Sunday, a six day old baby was found in a drain in Quakers Hill in Sydney's west by a father and daughter at 7.30 am.

Police allege that the newborn, who was born early Tuesday morning, was dumped in the drain just hours later by his mother.

It's claimed that the child's mother took a bus and a train from hospital and pushed her child into the drain through a small opening at the top.

Incredibly, the child was found alive and rushed to Westmead Children's Hospital.

It's believed the mother, a 30 year old woman from Samoa, concealed her pregnancy from her family and the child's father.

It is unknown what drove the mother to conceal her pregnancy or abandon her child.

Maybe the infant feel out of someone's pocket and was covered by blowing sand...you know, like a dropped wallet or cell phone? I'm guessing those two boys won't be digging on the beach for a while. Kind of a strange place to bury a body...but if you think about it, that might be a great place to hide a body. After all, if those "meddling kids" hadn't just stumbled on to the body, no one would have ever known, and the murderer would have gotten away with it completely. It's kinda genius.

Well, the baby was described as, "very small," but, I didn't notice any comparison to a cell phone. ;)

The female who gave birth could have been sunbathing and gone into labor.

She could have had a premature birth or the baby could have died of natural causes. She may have buried the baby there because the beach was a special place for her.

Or

She could have been a crack head prostitute that expelled a diseased fetus and buried it in the sand because it was soft, easy digging.
