He's disoriented because someone has stolen his territory, maybe its mom died yesterday i don't know, but something very bad must have happened to him.
It looks to be healthy tho, the bones protruding are not a concerning sign, these felines are made of bones, muscles and nerves. No room for lard.

The ones up here in canada they are nice and fluffy, need to be to survive harsh winters.
