Yep, the work of Ed Gein, the cemetery victims, he would dig up recently buried bodies and exhume them for their flesh and body parts to make shoes, masks, lamp shades ect.

Might be the Green River Killer, Gary Ridgeway, they look like water got to them, but he strangled his victims so who really knows. Timing would be about right though.
