It's called ectrodactyly. There's a bunch of descendants of the original "Lobster Boy" from the circus freakshow circuit that still live in Florida.

reminds me of the lady I saw on TLC and her hands and feet are like that and so are her kids. I can't remember her name though =/ it will come to me later.
